The best I've seen is the docks used for rowing shells, float very low in the water. We have one locally that uses plastic floats that lock together, virtually zero maintenance. No idea of what it costs though. A few years back a local dealer had a wood one that also floated just over the water's level that was ok too, but tends to get slippery. It does take awile to get used to launching off a dock. Otherwise sand works but tends to wash away over time. Pea gravel I'd think would be awfully tough on boat bottoms.
