Transtint brand dye can supposedly be used to tint epoxy, but I don't believe that it adds any UV protection (the dye must be top coated in wood staining applications and is not recommended for "exterior" use).

If you don't want to have any transparency to the finished deck 'glass, paint would cut down on any potential problems with trying to dye the epoxy, since you will need some sort of UV protection anyway.

Adding powdered pigment to the epoxy during fill coats may give some UV protection to the epoxy, but that is beyond my knowledge on the subject.
