With really a really tiny needle!
Seriously though, it is stretched and sewn much like a full size version - but without the roll and subsequent stitching. Just a really close trim and a lot of luck - as one snipped stitch equals a complete redo. A lightweight fabric with stretch in two directions helps (but these elastic fabrics don't seem to like the solvents in one part urethane so be careful with finishes).
