We epoxy boats for strength and varnish for UV resistance. You probably don't need the epoxy for a birdhouse.

Northern white cedar is often installed in exterior applications with just a sealer and allowed to weather. I don't know how aromatic cedar would react to weathering, but you might not need to finish it at all.
