Jay,
I dumped some leftover System Three SilverTip Laminating resin (about a quart)into an empty West System 205 resin can with a West System pump on top.
Then I used West System 205 Fast Hardener in it's own can with a pump already on it, and mixed a batch by pumping out of the West System can's, putting one pump of resin and one pump of hardener into a yogurt cup. It got tacky, but it never cured to any kind of hardness.
So essentially, I used a resin with a "normal" 2:1 ratio, with a hardener that is "normally" a 5:1 ratio.
I've mixed RAKA 350 Hardener with System Three Laminating Resin before and got a full cure, and they're both 2:1 epoxies, but never a 2:1 resin with a 5:1 hardener. Thinking out loud, that's probably the problem.
