In one of my earlier boat projects I used the cellulose reinforced powder filler -- used for filling gaps /nail holes etc in home improvement with success. I used it as a fairing compound over glass-tape when mixed with epoxy. Bit of a pain to sandpaper down when cured.

For fillets I also tried the insulation - glass wool/some synthetic material
(??) used in home insulation.Result is nice solid fillets.
