On race boats to save weight the bottom is normally unfinished. These boats can't be stored outside, have to be protected from sunlight. These boats arn't designed to be shiny and pretty, designed to be light and fast. Dull finishes are actually generally faster than shiny anyway.
That said, it can be varnished, but it's going to add weight and make the boat less competitive.
