No, it's a board you put your body on, then roll back and forth until you find your personal center of balance. Once you find it, you measure the distance from the balance point to your backrest and set the boat up accordingly.

A good way to test your current boat would be put a pound or two of weight all the way into the bow (or as far as you can reach) and paddle it. If that fixes the leecocking problem, you'll know that moving the seat slightly will have the same effect. One thing to keep in mind is that you may only need to move the backrest forward a couple of inches, you may not need to modify the coaming.

Since your boat has a skeg, you should set it up so that it weathercocks slightly (as you planned to do), otherwise the skeg is useless.
