If you have glassed both sides it gets pretty darned stiff. Possibly another reason to glass inside of the deck first, attach the halves and then glass outside.
A radical possibility for your problem, but maybe a solution as a last resort.
How about cutting a slot (or maybe two) along the length of the deck where the problem lies. This would releive the tension and allow some flex. Then fit the deck and then reglass these sections with some tape.
