Todd, I've no experience with strap-on skegs, but you might first try shifting more gear weight to the stern. Weathercocking means that the stern is drifting downwind faster than the bow. Planting the stern a little deeper in the water, relative to the bow, may be sufficient to balance the downwind drift.
