I think I first saw the stuff at a Home Depot, and I think I bought mine at a different Home Depot. Since then I've seen it in other places as well. The magic word is "elastomeric". The fiber-filled versions are probably great for patching holes in roofs, but too thick for our uses.
You can also buy it online, of course. Since it doesn't contain any particularly hazardous materials it can be shipped by common carriers, or mail, to anywhere.
