Most rotomolded kayaks use foam bulkheads, can't attach much to them. I think I'd put the pump in the rear compartment and run a suction hose thru the bulkhead (I'm assuming the boat has a rear hatch). I've seen several boats with PVC tubes with holes in it running along the centerline of the bottom (you could silicone it to the bottom) as a suction device.

Don't know about the battery, I'd try it out of the kayak first.
