I've had this too. I think the seam tape weave is looser than regular glass and you're more likely to have less than perfect fill coat coverage. Sanding fills the low spots with epoxy dust. Sometimes it goes clear when it it wet out, but some spotes persist. I'd say try the toothbrush tip to clean out the dust.
