thanks for the feed back. it seems it was both , but not as bad as i thought at first , as i'm making headway cleaning it up.

: I've had this too. I think the seam tape weave is looser than regular glass
: and you're more likely to have less than perfect fill coat coverage.
: Sanding fills the low spots with epoxy dust. Sometimes it goes clear when
: it it wet out, but some spotes persist. I'd say try the toothbrush tip to
: clean out the dust.
