Ah, power tools. At the time I was working powerless so the scarfs were hand cut.
I've seen an un-powered saw, a mitre saw, I think, that you can rotate the blade 180 degrees about the vertical and to 15 degrees from the horizontal.
The blade is held taut like a hacksaw blade, and is about 3" from teeth to back.
One of those would do fine for scarfing.
For one-off's or limited amounts, I find hand work a bit quicker. There's less setting up time involved.
For longer runs, power tools are the way to go.
One great thing about cutting scarfs is all the wedges you have left over, all with the same slope. Like clamps, you never have enough.
