Daryl-- My Night Heron plans say to "NOT cut a strongback hole in forms 2 & 16" suggesting that these forms sit at the end of the strongback. If they are both 1/2 inch thick, the thickness of forms 2 & 16 plus the 13'-11" strongback will equal 14 feet between the control surfaces of forms 2 & 16.

I also checked the spacing for forms in the cockpit area and on my plans the spacing is 12" making a slight allowance for the vagueries of reproduction. Either way, it's not terribly critical which side of the form lines you place the centermost forms on, since the sides are nearly parallel at that point.
