It is discouraging that the forms do not fit. When I made my Ches 17 (finshed in 2004), the only forms were the bulkheads. They did not fit great so I moved them until they fit the sides to the bottom without any tapered gaps and used them only as forms. I did not epoxy them in but made new bulkheads at the locations where I wanted them. So I would move the forms to eliminate the gaps and scab on (lap) a piece onto the form to extend it up for your deck forms.

I round the outside corners of the panels to avoid trying to draw the panels to hard sharp corners, as suggested by CLC in their boatbuilding tips.
