I also failed to publicly thank Tom Yost for the info on his site for the Sea Flea.... So, thanks, Tom!
As for the paddles, I used a 2x3 ripped in half for the paddle shaft, and some leftover 1/8" or 3mm luaun (sp?) for the blades. Glued on with outdoor waterproof glue, and painted with exterior latex - not hi-tech, but serviceable and inexpensive. The kids chose 'euro' over 'greenland' for paddle style....
