I like to wet out over bare wood for strippers. These rollers put just the right amount of resin on the surface with little left to squeegee. With Okoume, however, I would just make sure the temp. in the work area is dropping while I do the glass wet-out. From what I've seen, Okoume has more open pores and will outgass while the epoxy is curing. For strippers, I've used WRC, Spanish Cedar, and small amounts of Mahogany, Basswood, and Poplar. So far, I haven't had any problems with outgassing.
If you decide to use a seal coat, make sure you squeegee off as much excess as possible and try to avoid drips/runs. If you do any sanding after the seal coat because of raised grain, make sure you don't sand into the bare wood. Sanding into the bare wood after a seal coat could leave you with a blotchy appearance when you re-wet that area while glassing. You would also want to glass as soon as the seal coat is not tacky anymore. You definitely don't want to try putting glass on a sticky surface and you don't want to wait too long and then have to sand before glassing. If the grain raises, you will have to do some light sanding before you spread your glass or the raised grain will make it a real headache to spread your glass. Therefore.....I like to avoid seal coats.
