Hard to say just what happened, but for me, there's really only one question I'd have - is it cured? If the glass is hard, not sticky to the touch and is adhering well, I'd leave it alone. If it is slightly tacky, I'd try helping the cure along with heat and exposure to UV light - had a friend's final epoxy coat on his kayak stay slightly tacky for over a week; he then put it out in the sun for an afternoon, and that finished the curing. The cloudiness may well be moisture-related; epoxy can cure milky if the humidity is high. Far as I know, it doesn't affect the strength, which is what matters.

One further thought - since this is the deck, be aware that a lot of S&G kayaks - like the VOLKSKAYAKs I build - use no glass cloth on the decks at all - just 4mm ply, with 3 coats of epoxy inside, four on the outside. My first VK is now in its eighth season, and apart from occasional touchups of the paint and varnish, the deck has not shown any sign of deterioration.
