Hi Jeff,
For multiple kayaks, make up sectional uprights with a cross-tree on each section. These could be bolt-on or clevis-pinned, bolt-on is sturdier, I think.
The sections could be timber made with metal sleeves for the connection points.

For wet gear and paddles, a set of boxes, with drainage and airflow holes, mounted on the trailer bed would work well and be lockable.
