Dave - have you considered using Divinycell foam instead of insulation? I know it costs more, but is intended for fiberglass boat construction, so should give a much better result. I plan to use 1/2" Divinylcell H80 on my next boat. I have some samples and it is nice and stiff, sands well, is structural, etc. Just a thought...

For the original question, I think adding rub strips as shallow skegs is an interesting idea. I think the chine strips will stongly affect behavior on a wave face.
