There are a couple of tricks I use. Main thing is just touch. Getting down low, looking across the deck and running my hand across the boat. Just look and feel for rough spots. If you don't have any then you shouldn't need another fill coat. Just take your time and look close.

You can also wet down the hull, shine a bright light across the hull (at a low angle) and sight down the hull looking for scratches or any rough spots.
