I just read the original post a bit more carefully. (Always a good idea to read the question carefully before you answer it.)

I notice that the strips had not been glued yet.

As you suggested they will be better when they are glued. In fact they will be exactly the shape you want.

I have never had strips spring back straighter after they are glued, even without heating or steaming.

If you haven't already done so, just glue them together on the form.
