Gas pedal, not gas struts ie: toe moves the rudder the bottom of the pedal is fixed. This is common for racing outriggers/surfski's and some racing kayaks too.

Easier if the center of the pedal is fixed and the whole pedal pivots to turn the rudder, though this design is easier to move by mistake while paddling and pushing on the pedal.

Night Heron would probably be better sans rudder, but that's just me. It's not a race boat.
