i just remembered that 'Corel Draw' used to have a subprogram called 'corel trace'. It would vectorize scanned lines. I tried it out at the time (ver 5?)and it gave pretty crude output - but from a small bitmap.
But maybe as your offsets are full size and as the newer versions of corel draw (if still available) must be so much better, the scanned resolution would be enough to get good automatic digital output. unfortunately you would still have to massage the curves , but you would have good originalish digital info.

Also, there just might be CAD services out there that would have to capability to do it for you for quite cheap (as far as a drawing service goes - say in the low 100's of dollars)

It sounds as if you already have the offsets drawn out. As Mike sorta infers, you need to run stringlines over the original to now put them in original context in order to make decisions about where you actually want them to go in the reconstruction - which i'm sure you've done.
So, if you're using paper and have 20 diff stations, i'd use a light table(pce of frosted plexi w/ a long light below), tape down the ctr station and then work forwards and back to try and re-align each individually traced station of the warped war canoe.
