Unfortunately, epoxy & cold damp weather don't mix. I use hot water with a dash of white vinegar for cleaning. Just a thought, are you running the ROS too fast in one area & are you using new sharp sandpaper. The smearing you are getting is most probably uncured epoxy not blush.
