You are absolutily right. A deployable skeg should be oversized when fully down to allow a kayak to leecock when going downwind or in following seas. And when up the kayak design should weathercock to paddle into the wind. And in a crosswind be partially deployed to make the kayak wind (and wave) neutral.
A fixed skeg needs to be sized to make the kayak wind neutral. Better yet is to have a kayak designed to not need a skeg i.e. wind neutral without one.
