Hi Pat

If you didn't mix a batch well enough or possibly forgot the hardener in a batch of roll-on it may never go off. I would get on to the deck. If, by the time you have finished the deck, the hull is still not OK it is time to get out a very sharp scraper, (I use stanley blades) and scrape off the offending area. Presumabely it is in the fill coats as you are sanding already, and you won't have to lift glass.

Scraping is easier than sanding in a case like this as you can wipe off the blade with every pass. It helps to get really sticky stuff off a stanley blade if you cut a groove in a piece of soft-wood with the blade and and run it through the slot al la using a paper cup to wipe a squeegee.

I hope your trials find a happy solution. I am becoming impatient for you to finish now so we can compare notes on performance. I am not getting any younger.
