Suppose it depends on what you're using it for. If it's a squirt boat it needs to be radically strong. 36 ounce I'd say would be the minimum. For that method of paddling if the boat fails it could rather quickly prove fatal. I'd look around at the layups of the "production" squirt boats, then make the call yourself.

If though the boat isn't to be used that way, 16 ounce would be fine. Not sure I'd have used minicell foam for a substrate though.
