Hi Arthur,
If you do some study of the building method you will find that the two layers of fibreglass separated by the wood give the rigidity to the structure. The greater the separation, the greater the rigidity. So to do it on one side only will certainly affect the rigidity of the structure. Also don't forget that beside oilcanning you can also hit underwater objects and people sit on decks. Then one side contracts, while the other side has to stretch and the fibreglass is strong in the stretch mode, but not in the contraction mode. The side that stretches is usually the inside, and I assume that is the one you want to omit. So not a good idea.
