True, but in this case he wanted to use kevlar fabric for skinning an SOF kayak, not as a layer in a composite. The Kevlar 29 fabric used for protective gear is commonly sewn, and would be a better choice for a skin than the Kevlar 49 used in composites.

While the ballistic cloth is hard to find, there are always going to be yards of 'mill ends' and 'seconds' bolts with occasional defects that would make the material unsuitable for a bulletproof vest, but great for skinning a kayak.
Despite the military applications, this stuff is not regulated or restricted. Anyone can buy it. Problem is finding someone who will sell a short length.
Finding these deals is a hobby in itself !
