Hi Darren,
If you are going to race it on flatwater go for one layer as it is lighter.
If you will be going in the surf you want a little more protection on the bottom at least; glue two strips together and then bead and cove them as one. Use them only on the bottom. As soon as you start to go up the sides revert to thinner ones. There is a danger with thinner wood of the kayak kinking in the length in waves (oil canning).
