Hi Bill, yes another layer of PVC for keel strip, runs full length of the boat (as well as double fold specifically at the bow and stern). My previous experience with the kids Sea Pups suggests it is a good idea, never know when a nice sharp rock covered with oysters will be irresistably attracted to your pride and joy
