I agree: best to sit in the hull. I did that with my boat, which was to have a padded bulkhead in lieu of footpegs. Sitting in the boat, I just pushed something heavy (I think it was a big tape measure, but a brick or something like that would work fine) forward with my toes until it seemed like the right place. Then I measured the bulkhead location. Worked out fine.
