Why not? The prototypical ancestors were made of birch bark over bent ribs (You should read John McPhee's book "Survival of the Bark Canoe." It had me looking for large birch trees everyplace I went for years...). The early commercial canoes built by companies like Old Town were painted canvas over bent ribs. The current issue of Wooden Boat (#205 Nov/Dec 2008) has the first of a two-part article on building a skin-on-frame canoe, and Robert Morris's book Building Skin-on-Frame Boats has instructions for building a canoe.
