Hi Tony-

I know that you may not be looking for an expensive solution, but I've tried a couple of the commercial rust-remover/protector products for tool surfaces like your band saw table, and found that Top Saver works really well. I tend to have moisture in my shop, particularly in winter, and it's the best at removing rust and is the only one that keeps it off if the saw has to sit for a while. Probably not hurricane proof, though...
