Have a look at electrolytic rust removal..

I've just finished processing a 1930's push mower, and the results are magic. No nasty chemicals (washing soda, water, scrap steel, and electricity is all you need) and it cleans up amazingly. There is no loss of good steel from the tool, only the rust is affected. There's no scrubbing, scraping or any other real use of elbow grease, and best of all, it's really cheap.
