Wet sanding is normally a hand sanding technique. It is most often used during the final finish sanding of epoxy, to prepare for varnishing and to rough sand varnish between coats.

Sanding with a liquid such as water, lubricates and removes sanding particles, so wet sanding is more effective than dry hand sanding which would create dust that will clog fine sandpapers.

Wet sanding typically starts with 220 grit paper. The slurry of water and sanding particles is removed with a sponge and clean water.

Wiping down the surface with water also gives a clear idea of whether deeper surface scratches have been removed or whether further sanding is required.
