Two things, there's usually lots of room under that frame for your lower legs. And there has to be something there to hold the forward edge of the coaming, ie: that frame.

Don't know how big your feet are, but my modified Sea ranger has a cockpit about the same size as you've designed and with my size 10's I have no problem at all with access, neither has anyone else that's paddled it.
