First, the rotted wood will have to be replaced, just drying it will do nothing to the rot spores and it'll continue to spread if not removed. Next, you're thinking way too much cloth, 6 ounces total is common and no kevlar, does little except add alot of cost to a wood strip boat and likely will add weight, it's very hard to tell when kevlar is wetted out so you end up with too much resin.

If the glass is applied on a slight bias, weave not parrellel to the keel, it'll drape easily and you can do it with a single piece, it's not all that difficult to work both sides sorta at the same time. Epoxy takes quite awile to set up fully so you have plenty of time to lay it all up at once.
