it's not clear(no pun intended) whether you sanded the first fill coat or the actual glass after the initial wet-out coat. The other thing that isn't clear is the nature of the bubbles, whether they are bubbles that develop from application or from the wood when the temperature rises. It's possible to have a few very tiny bubbles from application that don't show up after sanding and varnishing, but bubbles that come from the wood or air trapped in the fiber and rising temps will be visible.
