I don't recall the West Systems viscosity but Jay may be on something about mixing the epoxy when it's warmer than cold when trapping the bubbles more readily in thicker epoxy. In other words getting the peak room temp at 70 instead or 65 before it's falling, or the epoxy at 75 instead of 65.
You could eliminate a source of texture/dust that can hold bubbles(a guess) if you were to eliminate the sanding between coats and saved the sanding efforts once the largest buildup is applied. In other words apply fill coats as each coat is partially cured. For example three fill coats, and extra 'bits' on edges without sanding. Sand, then another coat with extra bits on the sharp corners before final sanding.
I wonder if you're looking too hard at things, outgassing bubbles are a heinous mess but a few bubbles per square foot can be brushed out.
