You don't need cedar at all, just use white pine, which is readily available almost anywhere. For gunwales, I use C or D select pine from a local independent lumber yard, but you could probably find something usable at a 'big box' store. I prefer to rip the gunwales from a single wide board, preferably one with symmetric grain (when viewed from the end), so the gunwale boards are essentially mirror images of each other. This helps to ensure that they'll bend evenly.
