The only problem I have using bungies for gluing clamps is it's hard to get just enough tension on the stringers to hold them in place and not so much to deflect them out of plane.
Nice thing about edge grain plywood is it's a very good surface for epoxy if you don't try for a smooth surface where the attachment to the stringers is.
Doweling the joints certainly won't hurt.
Screws into edge grain plywood to me is a bad idea. Tends to act as a wedge to drive the plies apart.
