Most definitely - if you don't pre-drill, you are very likely to split the plywood (and even then, low quality or thin ply will probably split anyway). Smaller diameter self-drilling-type screws with sharp threads help, but in the time it takes you to find those you could have built the frame without screws and been a lot closer to paddling... ;)

I was lucky I didn't split any of the plywood frames...

: Screws into edge grain plywood to me is a bad idea. Tends to act as a wedge
: to drive the plies apart.
