The word is 'decoupage'.
Check at hobby stores and the library for information on various techniques.
Basically:
Forget epoxy, just use varnish to adhere the design, and cover with another coat or two of varnish. Some people use a thin clear glue instead of varnish. I think varnish would be more durable in a watery environment.

Lazertrans makes decal material you can run through laser, or ink-jet printers and copiers. They go on nice, and just a coat of varnish to seal then.
