Yep, they are normally strapped on if they are removable. Otherwise are fixed, either lashed or screwed to the keel.
I suspect you could make a pivoting skeg, but it wouldn't be simple to get it sealed. Usually you can get the kayak balanced to the point it doesn't need a skeg.
