The pivot point (point of 0 moment) for a non-swept foil is at about 20% of the chord length aft of the leading edge. Obviously, if the tip is swept back, then the pivot point would move aft (when measured at the root chord). The pivot point also changes in location as the angle of attack on the foil changes, but this change is relatively small (~6% chord).
For large ship rudders it is critical to balance the rudder to avoid large moments, but for a small rudder you can easily provide the force required. Moving the stock location forward will increase the force required to hold it at an angle of attack. This increases your workload, but also produces "feel" so you know that you are holding it at an angle. It will also help to self center the rudder by releasing it.
The idea that the leading edge going across the centerline and reducing the steering force is not correct. The rudder will work the same regardless of the stock location.
