I don't think I would bother trying to laminate two boards like that. I've scarfed a lot of short pieces together to make a frame, and it was a real time drain. Its definitely worth the cost of buying proper lumber up front if possible. Unless you already have a large quantity of adhesive, that alone may be more expensive than purchasing new lumber.
Otherwise, as long as an appropriate adhesive is used (along with appropriate clamping technique for said adhesive) it should work just fine.
